[why2025-terrain] Fences

Hi,

This is seriously less then calculated before. So don't think this will 
be a problem.

I do have my doubts with 18 fences per gas storage..... you know a fence 
is 3 meters wide? 18 fences would be 4x5 fences in rectangle -> 12x15 
meters (180 square meters, almost twice as big as my whole house!).... 
How many gas canisters are we storing? Last time we had two gas storage 
location which both were 1x1 fence (3x3m).

Note: the amount of fences won't be a problem, and I kind of don't care 
were you use them for. This just felt weird :)
