[why2025-terrain] [Parking] Fences on parking

Hi Rox,

thank you for reaching out. What we agreed on was, that anything around 
parking area is requested / ordered by team:terrain and anything that 
serves as "organisational" stuff within the parking area is calculated 
and requested by team:parking. Unfortunately the layout has changed and 
so far I did not manage to verify the calculation.
